The best time to rotate your tires would be when you get the oil changed.

Many manufacturers recommend that they be rotated every 7,500 miles or every 6 months.

Rotating the tires between the front and the back a couple of times a year helps

them to wear evenly.  This is the same for all-wheel-drive vehicles as well.
